Stitched together above to produced a jagged panorama are three photos by William Henry Jackson of Downtown Duluth shot just uphill from a gravel road we presume is an early version of what we call Skyline Parkway today. Below are the isolated images, which show greater detail.
The Library of Congress dates these images as circa 1902, but research by Mark Ryan for the story “W. H. Jackson’s Photographs of Duluth” for Zenith City Press puts the time of Jackson’s visit to Duluth as the summer of 1899.

I would put the location of the shoot at Fourth Avenue West and Pittsburg Avenue. I posted a Where in Duluth photo from that location – although my pic is looking up the stairway. You can see Munger Terrace and the caretaker house. There also appears to be a tent revival going on downtown.
Yeah, it’s kind of tricky to tell if Jackson was just up the hill from Pittsburg, or farther up by Skyline and the lense makes it appear closer to Pittsburg. And maybe Pittsburg wasn’t Pittsburg back then or didn’t exist at all for all we know.
