This photo from Detroit Publishing Company shows the view looking out from Duluth’s hillside at Cascade Park toward the Downtown area and Minnesota Point. William Henry Jackson is credited as the photographer.
The Library of Congress dates the image as circa 1902, but research by Mark Ryan for the story “W. H. Jackson’s Photographs of Duluth” for Zenith City Press puts the time of Jackson’s visit to Duluth as the summer of 1899.

Here is a photo from sausageheavenoutdoors.com — the website of someone named Reinard — that I randomly came across today. It is likely the location that photo was taken from.
The Mark Ryan article seems to provide a likely explanation for the two different years. The article describes the colorized versions of several of the photos being made into postcards in 1902. If this was the first time that any version of the photo was actually published, the Library of Congress database is probably listing the publication date for these images rather than the creation date (the Library of Congress heading for the year listing is “created/published”).
I wonder about the date. I can see the roof of my house (with peak and turret) in this photo, and according to records, the house was built in 1901. So unless the date of construction is incorrect, it must be 1902.
