Most service garages have a tire balancer, so if you have a regular place that works on your car, go with them. Otherwise you could try Duluth Tire or Jake’s Quality Tire. Make an appointment first.
Also, cheap steel rims can be had for next to nothing, a set will pay for itself in one season of mounting/balance charges… If you are willing to take a few min. And change them yourself every winter/spring.
I highly recommend Discount Tire on Central Entrance. I know that it’s a chain, but they have really seemed to work hard for my business and I always feel like I am treated better there than other places.
I agree with Aluminumpork, good deals! I got a set of four from them, which had replacement coverage, so when I had a flat that could not be fixed I only had to pay about $7 to replace it, actually the $7 was so that if that tire needed to be replaced too, it would also be covered, great piece of mind.
I’ve scored some great deals on rims at Chesney’s (usually when I am upgrading to a full size spare). Give them a call before you go up there and see what they have.

I second the suggestion for cheap steelies. A $200 investment will save you biannual mounting and balancing fees ($200 per year).
